Philadelphia, Penn. — The landlord of an apartment building went down to the basement Saturday and found the door to the boiler room chained shut.  He removed the chain and inside he found four mentally disabled adults, all weak and malnourished.  Turgut Gozleveli, the landlord, called the police.  Police believe he uncovered a scheme to steal the Social Security disability checks of disabled adults who can not defend nor protect themselves.  Linda Ann Weston, the 51-year-old alleged ringleader, and two other adults staying in an apartment upstairs were arrested.  In …
